New Zealand Certificate in English Language (NZCEL) is a nationally recognised programme that is listed on the NZQA framework.
This qualification offers English language proficiency to fulfil English language entry requirement for tertiary level courses in New Zealand (certificates, diplomas and degrees) without having to sit an IELTS test.

NZCEL provides a clear pathway to progress through your studies or your career. You’ll gain a nationally recognised and credible qualification issued by the NZQA that will make it easier to transfer between New Zealand education providers.
All NZCEL certificates include intensive practical and academic English. You’ll be taught by highly qualified and experienced lecturers.
The programme is very flexible. You can study up to 40 weeks per year. Start dates are every four weeks.
Certificates are worth 60 credits each and take 16 to 24 weeks full-time study.
Graduates of Level 3 and 4 certificate will have the language skills required to communicate independently and effectively in familiar and some less familiar situations with fluency and flexibility in everyday/social/community, workplace and/or academic English language contexts.
This qualification is at a level comparable to the Common European Framework of Reference (CEFR) from A1 to B2.
Completion of NZCEL Level 3 and 4 English language certificate meet the language entry requirement for most tertiary level programmes.
- NZCEL Level 1 – No specific requirement.
- NZCEL Level 2 to 4 – completion of preceding NZCEL level or IELTS or equivalent.
